Katz is a vice president at the Brookings Institution and founding director of the Brookings Metropolitan Policy Program.Jennifer Bradley is a fellow at the Brookings Metropolitan Policy Program. She has written for The New Republic, the Atlantic Monthly, Democracy, and The American Prospect.
